The BEACON Project is composed of five main tasks whose outputs
will be the main objectives of the TN:
1) Review of methodological issues
2) The SEA toolbox: scenario building, models and
Geographical Information System (GIS)
3) Integration of Transport Infrastructure SEA into
decision making
4) Update of the SEA manual
5) Support to SEA implementation
6) Dissemination activities
Apart from the standard project deliverables the following deliverables
are planned:
D2.1 Report on methodological approaches to SEA: This report
will comprise the review, analysis and classification of existing
methodological approaches to SEA, review of current practice as
well as recommendations on SEA methodological approaches
D2.2 Report on scoping and the boundaries of LCA: D2.2
report includes an identification and evaluation of current standards
and recommended practice, of practical experiences and a consensual
framework for the assessment of the most appropriate system boundaries
D2.3 Report on data availability and quality: This report
will present the assessment of the current data availability,
the analysis and understanding data variability and transferability,
and will end by issuing guidelines for SEA data selection's
D2.4 Report on the conceptual approach to tiering: Deliverable
2.4 will formulate a detailed and operational definition of the
"tiering" concept, relating it to the use of scale-dependent (EIA,
SEA and IEA), and finally will assess the main constraints associated
to cross-border transport infrastructure assessments and propose
solutions.
D3.1 Guidelines for the selection of SEA tools for each level
of the planning phase: The main output within D3.1 will present
a classification of tools according to their application fields
in SEA and a specification of quality criteria for SEA tools.
Afterwards an analysis of SEA tools already in use as well as
those currently under development will be made. In this phase
a complete identification on the typical SEA tool user will be
presented. Finally, guidelines for the selection and use of analytical
tools and indicators to carry out SEA will be issued D3.2 Test
of EU-wide environmental tools, including GIS maps, crossing TEN
representation with CORINE data GIS maps crossing TEN and environmental
data will be produced
D4.1 Guidelines for the integration of SEA in the TEN decision
process, in particular in the case of cross-border projects and
corridors: This report will be the main output of the task
Integration of Transport Infrastructure SEA into decision making.
To achieve this objective the analysis of the current institutional
and regulatory framework must be presented. Equally important
is the review and analysis of all non-technical factors that may
constrain or enable transport infrastructure SEA. Finally, recommendations
and guidelines for the effective integration of SEA in the TEN
policy and decision making process will be presented. These recommendations
must focus on suitable methods for implementing SEA with the objective
of ensuring appropriate coordination.
