Here we give a bunch of pointers to diverse tools, which can
be used during SEA
(or any kind of assessment in the set up of a plan or programme). We have also included papers which ar reporting about the et up and usage of tools. Coments are written in italics.
Impact assessment can be made with generic software also or with a
sheet of paper.
But together with existing spatial, land use/land cover and demographic
data one
can quickly and easily produce a good basis for the (summary) impact appraisal comparing alternatives.
Also
without data - only based on expert knowledge- multi objective decision making
tools (often called multi criteria analysis MCA) will
help to compare alternatives in a reproducible way.
