SEA Description

Screening

If the SEA process is recognised as doable it is important to proceed to the definition of objectives and scope of SEA for transportation:
- define the level of strategic choice to be considered (define the planning level: network, corridor , project )
- assess the link between the environmental component of the corridor assessment and the socio-economic and the technical evaluations
- determining the overall objectives of the strategic action and the environmental goals and/or targets
- define the type and timing of public participation and consultation to be carried out.

Scoping

- the physical / regional limits
- the objectives to be addressed
- the methodologies available
- the indicators to consider
- the alternative actions that need to be assessed

Impact assessment

- prediction of the impacts of the action and its alternatives
- evaluating the significance of the impact
- proposing recommendations
- evaluating linkages to other assessments

Review

A review shall be used to improve the SEA with input from external experts and the public.

Integration into planning & decision making

SEA is to be embedded in the process of planning & decision making. The earlier the SEA starts the smaller is the risk of delay and stranded costs caused by neglecting environmental impacts.

Implementation & Monitoring

The monitoring phase can be considered more interactively, having the different intervening partners, imputing their monitoring results (i.e. to forms in the Internet, or to GIS/Internet platforms).

Contribution of BEACON

Selection Criteria

National Transportation Plans should have SEA inside, but what about dealing with projects or policies inside those plans? What transborder projects in transport do profit from SEA? BEACON will contribute with selection criteria.

BEACON will show what scope may be handled with success by SEAs.

BEACON will list existing tools, ordered by type and coverage. An integrative Tool will be outlined.
