Beacon in one Minute
The project is aiming to Build an Environmental Assessment CONsensus on the transeuropean transport network which gives BEACON as acronym. The project was commissioned as Thematic Network (TN) under Task 2.2.2/9 of the Third Call of the Key Action "Sustainable Mobility and Intermodality", within the Thematic Programme "Sustainable and Competitive Growth", FP5:"Integration of Environment in the Transport Policy" from the European Union. BEACON’s main objective is the establishment of an effective platform for the harmonisation of approaches, methodologies, tools and data sets to be used in the Strategic Environmental Assessment (SEA) of transport infrastructure of the transeuropean network as identified in decision 1692/96/EC. The project also has the objective of contributing to the adoption of SEA best practice across Europe, including CEEC. The TN aims at building consensus not only on the general principles of SEA practice, but also on the operational tools and procedures to be adopted for implementation at network, corridor and project levels. Moreover, the on-going process of enlargement of the European Union, which will soon materialise in a significantly extended "European transport space", calls for swift and effective actions to ensure consistency of infrastructure development and usage across the Continent. The TN will therefore pay particular attention to the implications of a generalised SEA practice for what concerns cross-border assessments.
The BEACON Project is composed of five main tasks whose outputs will be the main objectives of the TN:

2) The SEA toolbox: scenario building, models and Geographical Information System (GIS)
3) Integration of Transport Infrastructure SEA into decision making
4) Update of the SEA manual
5) Support to SEA implementation
6) Dissemination activities
